如何解决PayPal WebHooks - Paypal-cert-url

我在使用 PayPal 网络钩子时遇到问题，我将收到所有网络钩子，但处理激活购买的网络钩子除外，例如 BILLING.SUBSCRIPTION.ACTIVATED
